What is ISF?

The ISF - Importer Security Filing, also called "10+2," is a customs import requirement of the United States Customs and Border Protection (CBP). For security reasons, containerized cargo information must be sent to the agency at least 24 hours before goods are loaded onto a mother vessel headed to the U.S. (not a feeder vessel) for shipment into the U.S.

Bulk goods and a few types of breakbulk cargo do not have to file an ISF. For the rest of the goods, the sorting should be done. including goods in containers.

Result of not filing ISF

If ISF is not filed, there may be serious consequences for the importer. According to the web search results, some of the possible outcomes are:

  • CBP may fine the importer up to $5,000 USD per violation for the submission of inaccurate, incomplete or late filing, with a maximum of $10,000 USD per shipment.
  • CBP may withhold the release or transfer of the cargo until the ISF is filed correctly.
  • CBP may refuse to grant a permit to unlade for the merchandise if the carrier violates the vessel stow plan requirement.
  • CBP may inspect the cargo and issue a “do not load” order at origin.

Submission is served as ISF & Entry service agreement, for us to file your ISF with Customs / Agencies...

  1. For Customs//Agencies to verify your ISF, it takes about 30 minutes - 3 hours.
  2. After ISF has been verified, you will be receiving 3 page ISF Confirmation report (for your record) & one page of Invoice, total 4 pages.
  3. Pay ONLY After, Customs has accepted your ISF (aka back-ground-check of importer, supplier, shipper & Etc)
  4. Pay after, Customs/Agencies has confirmed/approved your ISF:  Payment, Check (personal/ company) or Wire (info will be given with Invoice), No credit-card for security issues.
  5. Also, confirmation will be email your supplier/shipper, so they will be able to notify issuer Bill-of-Lading (BL), issuer Arrival-Notice (AN) & load to the Vessel (if they haven't, yet).
  6. Bond's are REQUIREMENT by CustomsAgencies, for all Importer (ISF & Entry), Vessel/Carrier (Loader/ Unloader), issuer of Bill-of-Lading (BL)/ Arrival-Notice (AN) /Air-Way-Bill (AWB), Warehouse, Port/Terminal, Trucker & Etc.
  7. IF your importer-id (aka SSN or EIN) is with-OUT a Continuous Bond (CB)  or  Single ISF Bond (SIB), SIB will be Automatically  apply to your ISF filing, But IF, cargo is subject-to any Agencies, CB ($876.33) will be Automatically apply to your ISF filing, for your convenient.
  8. If your cargo is USED HouseHold Goods (HHG) ISF filing $186 / Late ISF $373.
  9. Most of foreign & international shipping are handle by supplier (except our domestic), Otherwise, you maybe involved with Foreign Export department (Government, Loader & Etc).
  10. Fyi: As owner of Car, you're RESPONSIBLE for all traffic law (not the seller). As owner of cargo, you're RESPONSIBLE for all import law (not your supplier, nor anyone)
